Quick answer
A small inground pool under 250 sq ft declared a median $42,481 on 2023 to 2025 permits in Mesa, Arizona, with the middle half between $36,250 and $53,972. Cost guides quote $7,000 to $25,000 (HomeGuide, 2025). Equipment, permits and fencing do not shrink with the pool, so savings are smaller than the footprint.

Small inground pool cost in 2026: records vs cost guides

Building permits and cost guides tell two different stories about small pools, and the permits are closer to what homeowners actually sign.

National cost guides price small pools low. HomeGuide lists small or mini inground pools at $7,000 to $25,000 and a 10 x 20 ft pool at $16,000 to $50,000 (HomeGuide). Angi’s 2026 guide gives a 10 x 10 ft pool an average of $17,500 and a spool $22,650 (Angi). Fixr puts a pool of up to 300 square feet at $18,646 to $33,925 (Fixr, 2024).

Permit records point higher. We analyzed the new residential in-ground pool permits issued in Mesa, Arizona from 2023 to 2025 that state the pool’s surface area, 813 permits with a usable declared value. Pools under 250 square feet had a median of $42,481. In Las Vegas, which records pool volume, 2025 permits for pools under 10,000 gallons had a median of $64,990, 13% below the $75,000 median for 10,000 to 14,999 gallons (PC&S average cost to build a pool study).

How small is small? Sizes and names that change the quote

There is no legal definition. Plungie, a precast pool maker, calls anything 600 square feet or under small; HomeGuide’s typical inground pool is 300 to 400 square feet; Fixr says a spool is usually no more than 12 x 14 ft. In practice builders sort small pools into four groups:

  • Plunge pool: about 7 x 10 to 15 x 8 ft, 4 to 5 ft deep, for cooling off. See our plunge pool cost guide.
  • Cocktail pool: about 8 x 12 to 12 x 14 ft and 3 to 4.5 ft deep, built around seating. See cocktail pools.
  • Spool: about 8 x 10 to 12 x 12 ft and 3.5 to 5 ft deep, heated with jets like a spa.
  • Compact pool: about 15 x 8 to 20 x 10 ft and 4 to 6 ft deep, enough for casual swimming.

Size bands are from Plungie (May 2026). For full-size dimensions and depths, see our standard pool size guide.

Why a smaller pool costs more per square foot

Every pool needs a pump, filter, plumbing run, electrical hookup, permit and inspections. Those costs are spread over fewer square feet in a small pool.

California’s 2026 assessors’ cost schedule prices concrete pools at $94 to $173 per square foot, fiberglass at $70 to $94 and vinyl liner at $45 to $70, and notes that a typical 440 square foot concrete pool runs $113.14 to $161.05 per square foot (California State Board of Equalization, AH 531). Applied to a 10 x 20 ft pool of 200 square feet, those rates give $18,800 to $34,600 for concrete, $14,000 to $18,800 for fiberglass and $9,000 to $14,000 for vinyl. Mesa’s smallest pools declared $208 per square foot, above the top of the concrete range, which is why per-foot shortcuts undershoot small pools.

The permit fee is a good example. For the same illustrative $68,000 pool, fees ran from $110 in Chandler, Arizona to $3,940.31 in San Diego in October 2026, and 11 of 18 jurisdictions charge a flat fee per pool regardless of value (PC&S pool permit cost study). A barrier is required statewide in 20 of 51 jurisdictions whatever the pool’s size. Our pool permit guide explains the inspection sequence.

Where a small pool does save money

The savings show up in the things that scale with water and surface: fill water, chemicals and the deck around the pool.

Water volume falls with every foot you take off. The City of Akron’s utility table puts a 12 x 24 ft in-ground pool at about 9,700 gallons and a 16 x 32 ft pool at about 17,300 gallons, both at a 4.5 ft average depth (City of Akron). Akron’s rule for rectangular pools, length times width times average depth times 7.5, gives about 6,750 gallons for a 10 x 20 ft pool at the same depth. Less water means a cheaper fill, fewer chemicals and a smaller heater load.

The deck shrinks too. A 4 ft concrete border around a 10 x 20 ft pool covers 304 square feet; around a 16 x 32 ft pool it covers 448 square feet. At California’s 2026 assessor rate of $13.35 per square foot for concrete decking, that is about $4,058 against $5,981, a saving of roughly $1,900 (PC&S calculation from BOE AH 531). Pavers or stone raise both numbers. The pump, filter, heater, permit and fence, as shown above, do not shrink.

The makers and builders cluster far above the national cost guides. Plungie prices small vinyl liner pools at $35,000 to $65,000 and small fiberglass pools at $45,000 to $85,000 installed. Thursday Pools, a fiberglass maker, uses a rule of thumb of about $2,000 per foot of pool length, which puts its 19.5 ft Sea Turtle model near $39,000 before decking (Thursday Pools, June 2026). Parrot Bay Pools, a North Carolina builder, quoted $52,000 to $80,000 or more for small fiberglass pools in 2024.

Fiberglass, concrete or vinyl in a small footprint

Material choice still matters at small sizes, but the ranking changes less than the headline prices suggest. Vinyl liner is cheapest per square foot in the BOE schedule and in Plungie’s ranges, yet Plungie notes the liner needs replacing every 7 to 10 years at $3,000 to $7,500. Fiberglass shells come in fixed catalog shapes and carry shipping charges of $1,757 to $4,978 in the BOE schedule. Custom concrete lets you fit an odd lot, and Plungie prices small custom concrete at $60,000 to $120,000 or more.

For the long-run tradeoffs, read gunite vs fiberglass vs vinyl. If a one-piece shell fits your yard, our fiberglass pool installation page covers crane access and delivery.

Can you build an inground pool for $10,000, $20,000 or $30,000?

Permit records say a fully installed inground pool under $30,000 is uncommon. In Mesa, only 14 of 191 permitted pools under 350 square feet (7.3%) declared less than $30,000 from 2023 to 2025, and only 2 (1.0%) declared less than $20,000. None of the cost sources we checked shows a professionally installed inground pool near $10,000; Fixr says a do-it-yourself spool can start around $5,000, while professional installation starts at $25,000.

Factory-built steel pools are one route under the $30,000 line. Ecopool advertises buried steel pools from $26,530 and an entry price of $23,660 (Ecopool, October 2026); its listings describe the pool with equipment, so ask what site work, electrical and decking add. If the budget is firm, compare an installed above ground pool or a semi-inground setup before shrinking an inground design.

Plungie estimates chemicals for a small pool at $400 to $900 a year, roughly half of a full-size pool, and electricity at $800 to $1,800. For the pump alone, our pump study puts a single-speed pump at about $121 a month and a variable-speed pump at about $37 at July 2026 US prices (PC&S pool pump study). Filling about 10,000 gallons cost $90.31 in Phoenix and a median $91.23 across 25 cities in October 2026. Weekly service pricing is in our pool service cost guide.

Property tax and resale value on a small pool

A new pool is added to assessed value in all 18 counties in our property tax ledger, though Arizona resets taxed value only after a 15% change. For an illustrative $40,000 pool, the added tax runs from up to $411.20 a year in Maricopa County, Arizona to $912.84 in Harris County, Texas, with a median of $698.04 (PC&S pool property tax study). On resale, seven US studies put the pool premium at 1.6% to 15.2% of home value, median 5.4%, mostly for full-size in-ground pools (PC&S pool home value study).

Checklist before you ask for small pool quotes

  • Measure the usable area Leave room for the setbacks from property lines, the house and easements that your city sets.
  • Decide the job of the pool Cooling off, spa use or swimming laps changes depth, heater size and jets.
  • Ask for the equipment list Pump type (variable-speed saves about $84 a month over single-speed at July 2026 prices), filter, heater and sanitizer.
  • Confirm access Fiberglass and precast shells need a delivery route or a crane; ask who pays for it.
  • Get the barrier plan in writing Fence, gates and alarms required by your state or city.
  • Compare like for like Line up two or three quotes item by item, including decking and electrical.
