Pool Builders Miami, FL: Permits, Hurricane Code and Costs
Pool builders Miami homeowners hire work in a year-round swim climate and the state's High-Velocity Hurricane Zone, so Miami-Dade permits call for sealed plans, a 48-inch barrier and storm-rated design.
- ✓Fill cost: $481.90Pool builders in Miami fill a 20,000-gallon pool for about $481.90 in water and sewer at WASD rates effective October 1, 2026, more than three times Orlando's cost.
- ✓Season: 265 days at 80F or moreMiami's normal daily high reaches 80F or more from March 8 to November 27 and never drops below 75F, per NOAA 1991 to 2020 normals.
- ✓Rule: 175 mph wind designThe 2023 Florida Building Code sets a 175 mph design wind speed for Risk Category II structures in Miami-Dade, and Florida requires a DBPR pool/spa license above $2,500.
Miami's Swim Season Barely Ends
Climate is the first thing that sets Miami pool projects apart from the rest of Florida.
Miami’s normal daily high stays at 80F or above for 265 days a year, from March 8 to November 27, according to NOAA 1991 to 2020 normals analysed in the PC&S pool season length ranking. The normal high never falls below 75F, and the coolest month, January, averages 76.2F. Orlando’s January normal high is 71.8F by comparison.

Recent years run warmer still. Miami International Airport logged 310 days with a high of 80F or more in 2025, against a 1991 to 2020 average of 294.2 days, per NOAA daily records in the same report. The US Department of Energy already treats Florida pool pumps as running all 12 months.
For a buyer, that means a Miami pool is used, cleaned and topped up all year, which shifts the budget toward equipment efficiency and weekly service. Our cost to run a pool pump report and the pool cleaning service page cover those running costs.
What Pool Builders in Miami Engineer For: The Hurricane Code
Miami-Dade sits in Florida’s High-Velocity Hurricane Zone. Section 1620.2 of the 2023 Florida Building Code, Building (8th edition) lists design wind speeds for just two counties, Miami-Dade and Broward. In Miami-Dade, Risk Category II buildings and structures are designed for a 175 mph 3-second gust, and Risk Category I structures for 165 mph. Broward’s Risk Category II figure is 170 mph.
That matters for the parts of a project that stand above the water line: screen enclosures, pergolas, cabanas, outdoor kitchens and equipment pads. Ask every bidder which items they engineer and permit themselves and which they leave to a separate enclosure or structure contractor. A bid that leaves the enclosure out is not comparable with one that includes it.

Timing matters too. NOAA’s National Hurricane Center lists the Atlantic hurricane season as June 1 to November 30, with a peak on September 10 and most activity from mid-August to mid-October. Talk through how the builder secures an open excavation, an unfilled shell and loose materials if a storm is forecast mid-build.
Pool Permits in Miami-Dade County and the City of Miami
Which office permits your pool depends on where the lot sits: Miami-Dade County’s Department of Regulatory and Economic Resources handles county permits, and the City of Miami runs its own Building Department. The county’s Swimming Pool Permits page lists what a new in-ground pool needs:
- Building permit applicationThe county’s building permit application filed under Category 55, with the pool’s total square footage and a contact sheet.
- Sealed drawingsSite plan, structure dimensions, electrical and plumbing connections and calculations, signed and sealed by an architect or engineer.
- Subsidiary permitsAfter the pool permit issues, separate electrical and plumbing permits, filed through contractor e-permitting, the portal or in person.
- Plumbing inspection before concreteFirst inspection after excavation, reinforcing steel, bonding and main drain, before any concrete is placed.
- Pressure testWater supply piping proved tight at working pressure, or for non-plastic piping an air test of at least 50 psi held for 15 minutes.
- Barrier and finalA permanent barrier at least 48 inches high, or another approved safety feature, before final approval.
An above-ground pool in unincorporated Miami-Dade needs a Zoning Improvement Permit instead. Work stays exposed until inspected; the county warns that covered plumbing or electrical work will have to be uncovered for inspection. State law sets the review clock: Florida Statutes section 553.792 gives a local government 30 business days to act on a complete residential application. Our pool permit guide and the PC&S pool permit processing time study cover typical waits elsewhere in Florida.
Inside the City of Miami, zoning sets where the pool can go. The city’s zoning FAQ points to Miami 21 Article 5, Section 5.3.1g, which treats pools like outbuildings in a T3 zone.

Barrier Rules and Child Safety Around Miami Pools
Miami-Dade requires every new pool, spa and hot tub to have a permanent barrier whose top is at least 48 inches above grade on the side facing away from the pool, citing County Code Sections 8C-4 and 33-12 and Florida Statutes 515.27 and 515.29. A fence, a dwelling wall, a screened patio or a block wall, or a combination, can form the barrier.
Florida’s Residential Swimming Pool Safety Act lists five ways a new pool can pass final inspection: a compliant barrier, an approved safety cover, exit alarms on every door and window to the pool, self-closing and self-latching devices on every door to the pool, or a certified in-pool alarm. Equipping a new pool with none of them is a second-degree misdemeanor under section 515.27. Our pool fence laws by state matrix compares Florida’s rule with other states.

Young children live around a lot of pools here. In the 2023 American Housing Survey, 34.1% of Miami-area households with children under 7 living in or regularly visiting had an outdoor pool on the property, per the PC&S percentage of homes with pools report. Florida’s pool drowning death rate was 6.65 per million residents a year from 2018 to 2024, about 2.7 times the US rate (CDC data, PC&S pool drowning statistics).
Filling and Running a Pool on Miami-Dade Water
Miami-Dade bills sewer on almost every gallon a home uses, which makes filling a pool expensive. The Water and Sewer Department (WASD) charges residential sewer on all metered water above the 3 ccf included in the base charge, with no residential cap in the 2026 to 2027 schedule. At rates effective October 1, 2026, water and sewer to fill a 20,000-gallon pool cost $481.90, or $24.09 per 1,000 gallons, per the PC&S cost to fill a pool ledger. Sewer is 48.0% of that bill. The same fill costs $215.09 in Tampa and $143.85 in Orlando.
| Item | Miami-Dade figure | Basis |
|---|---|---|
| Fill 10,000 gallons | $225.63 | WASD retail water and sewer, rates effective Oct 1, 2026 |
| Fill 20,000 gallons | $481.90 | Water $250.42 plus sewer $231.48 |
| Fill 30,000 gallons | $738.16 | Same rate schedule |
| Cost per 1,000 gallons of fill | $24.09 | Water and sewer combined |
| Sewer-deduct submeter | From $97.74 plus $50 inspection fee | 5/8-inch submeter; water through it carries no sewer charge |
| Evaporation, 15 x 30 ft pool | 14,716 gallons a year | PC&S model from NOAA pan data |
| Cost to replace all evaporation | $255.82 a year | Before rainfall; 66.6% of it sewer |
| Added property tax, $40,000 pool | $739.57 a year | 18.4893 mills, 2025 average |

Two WASD options cut the sewer part. A homeowner can install a sewer-deduct submeter, from $97.74 for a 5/8-inch meter plus a $50 inspection fee, so water used to fill a pool or water a lawn carries no sewer charge; on a 20,000-gallon fill that avoids about $231.48. WASD also allows one pool credit a year when a pool is emptied and refilled, requested through the account portal or by email.
Evaporation is high but rain covers most of it. An uncovered 15 x 30 ft pool in Miami loses about 14,716 gallons a year, with the July peak near 1.27 inches a week, per the PC&S pool evaporation rate model. Normal rainfall of 67.41 inches offsets about 86.2% of that loss. Replacing all of it from the tap would cost about $255.82 a year, 66.6% of it sewer. No South Florida Water Management District shortage order is in force for Miami-Dade; the district rescinded its warning on March 30, 2026.
What a Miami Pool Costs and How It Changes Your Tax Bill
Our permit research does not include a Miami-Dade dataset of declared pool values, so we do not quote a Miami price. The nearest Florida public records come from other cities: Orlando’s 2025 median declared value was $66,000 and Cape Coral’s was $60,000, per the PC&S average cost to build a pool report. Treat those as a Florida reference, not a Miami quote; hurricane-rated enclosures, sealed engineering and tight lots can add to a Miami job. Compare at least three itemized bids, and use the inground pool cost guide to check the line items.
The tax effect is easier to pin down. Miami-Dade’s 2025 average total millage was 18.4893 mills (Florida Department of Revenue), so a pool assessed at $40,000 would add about $739.57 a year, or $184.89 per $10,000 of pool value, per the PC&S pool property tax ledger. The Miami-Dade Property Appraiser notes that the homestead cap excludes new construction and additions, and that sales comparisons adjust for extra features such as swimming pools. A new pool is added at just value on the first January 1 after completion; after that, Save Our Homes limits homestead increases to 3% or CPI, whichever is lower.
Illustration only; exemptions, caps and the appraiser's value for your pool change the result.

A change may be coming. The Florida Senate passed HJR 1-F on June 2, 2026, putting a proposed $250,000 homestead exemption from non-school levies on the November 2026 ballot.
Condos, HOAs and How Common Pools Are in Miami
Pools are more common in greater Miami than almost anywhere in the country, and many are shared. The 2015 American Housing Survey found that 40.2% of occupied homes in the Miami-Fort Lauderdale-West Palm Beach metro had an outdoor pool on the property, about 795 thousand homes, and the PC&S Backyard Pool Prevalence Index scores the metro at 280 against a US baseline of 100. Among single-family and mobile homes the share was 33.3%.
Only 52.2% of those pool homes were single-family or mobile homes, which leaves 47.8% in condos, apartments and other buildings where the pool belongs to an association. Associations hiring for a shared pool should read our commercial pool construction page: Miami-Dade requires a Florida Department of Health application receipt for a pool operating permit before it approves a building permit for a commercial or public pool, under Florida Statutes 514.03(1).
For single-family resale, Redfin’s study of 2018 sales estimated that a pool added about $36,964 to a median-priced home in the Fort Lauderdale metro, where 45.6% of 2018 sales had a pool. A 2019 LendingTree analysis put the share of Miami metro homes with a pool at 30.6%. Our pool home value report explains why such estimates vary.
Licensing Checks for a Miami Pool Contractor
Florida licenses pool contractors through the Department of Business and Professional Regulation (DBPR). Its August 2026 license file listed 1,525 current, active residential pool/spa licenses, 1,543 commercial and 1,499 servicing licenses statewide, per the PC&S pool contractor license requirements study. A state license is required once labor and materials reach $2,500.
- Confirm the class Residential (class B) or commercial (class A) covers building a pool; a servicing (class C) license does not.
- Get the insurance certificate Pool contractors must carry at least $100,000 of public liability and $25,000 of property damage coverage under Florida rules.
- Record the Notice of Commencement Section 713.13 requires the owner to record it before work starts on improvements over $2,500; it expires 1 year after recording unless another date is set.
- Check the recovery fund notice Section 489.1425 requires residential contracts above $2,500 to explain the Florida Homeowners’ Construction Recovery Fund.
- Keep electrical work licensed Miami-Dade warns owners never to let pool maintenance workers do electrical work, and to use a licensed electrician.
