Dallas pool builders plan for a 161-day season and real winters

North Texas has the shortest swim season of the three Sun Belt metros we cover in Texas and Arizona, and the most freezing nights.

Dallas-Fort Worth averages 161 days a year with a normal high of 80F or more, from May 5 to October 12, 14th in our swim season index. Houston gets 193 days and Phoenix 232. At a 75F threshold the DFW window stretches to 198 days, April 10 to October 24 (NOAA 1991 to 2020 normals).

The winter side matters for construction. DFW Airport averages 29.2 nights a year at 32F or colder, against 0.6 in Phoenix, so pool construction in Dallas calls for freeze protection: a pump timer or freeze sensor and plumbing that can be drained. Summer is still hot, with 20.3 days a year at 100F or more and a normal August high of 95.8F.

Water keeps leaving the pool outside the swim season. Our pool evaporation study estimates 53.7 inches of evaporation a year in Dallas, about 15,074 gallons for a 15 by 30 foot pool, and 37.7% of it happens outside the May to October season. Rain offsets 64.7%.

Heating decides how many of those extra weeks you swim. DOE’s example season for Dallas runs April 1 to October 31. For a 1,000 square-foot pool held at 80F, repriced at 2025 Texas energy prices, a cover cuts the seasonal bill by 85.4% in DOE’s table (pool heating cost study):

The Dallas pool permit and the Chapter 62 barrier code

Pool permits in the city are issued by the Planning & Development Department at 320 E Jefferson Blvd. Every pool needs a permit except a prefabricated pool for a one- or two-family home whose wall sits fully above grade, holding no more than 5,000 gallons and less than 24 inches deep. Electrical and plumbing work need their own permits (City of Dallas pool permit checklist, April 2025).

  1. Site plan to scaleShow property lines, setbacks, easements and platted building lines, the pool footprint and the location of the pump, filter and heater.
  2. Barrier on the planMark the fence, wall or other barrier and describe the door and gate alarms, or the self-closing, self-latching doors and gates that replace them.
  3. Barrier inspection before plasterUnder Chapter 62, section 305.9.2, the barrier must be installed, inspected and approved before the pool is plastered or filled.
  4. Separate trade permitsWiring, bonding and gas or water lines go through electrical and plumbing permits.

State law sets the frame. Texas H.B. 2205, in effect since September 1, 2021, made the ISPSC as it existed on May 1, 2019 the municipal pool code and let cities adopt a newer edition, which Dallas did. Our pool fence laws by state report gives Texas a strictness score of 2.5 out of 5, the same as Arizona. Dallas City Code Chapter 43A adds health rules enforced by the Dallas Health Department.

Dallas requires an inspected barrier at least 48 inches high before a new pool is plastered or filled.

What pool builders in Dallas charge: Fort Worth's permit records

Dallas has no continuous permit dataset, so the North Texas price check comes from Fort Worth, which publishes the value declared on each pool permit.

Dallas’s open building permits end in 2020, and its ArcGIS layer covers only fiscal 2023 to 2024, so the city is excluded from our pool construction statistics. Fort Worth’s 407 counted 2025 pool permits, 394 of them with a usable value, had a median declared value of $65,000, a middle half of $50,000 to $87,000 and a mean of $76,817 (City of Fort Worth, analysed in our build cost study).

Read those values with care. In 2025, 17.5% of usable Fort Worth values were exactly $65,000, and in 2019 25.7% were exactly $10,000 or $11,000, so the jump from a $26,300 median in 2019 to $65,000 partly reflects how applicants fill in the form. Even so, the real rise after CPI-U inflation was 96.2%. Pool-and-spa permits had a lower median ($47,000 on 45 permits) than pool-only permits ($65,000 on 309), another sign of rounded entries. The January to August median held at $65,000 in both 2025 and 2026.

Demand has cooled. Fort Worth filings peaked at 862 in 2020 and fell to 408 in 2025, 52.7% lower, or 11.9 per 10,000 households. January to August 2026 brought 272 filings, 8.1% fewer than the 296 a year earlier. July drew the most filings from 2019 to 2025 (10.2%) and November the fewest (6.2%). Fort Worth publishes no issue date, so we cannot measure its permit wait (permit processing time study).

What DCAD adds to your appraisal for a new pool

Dallas Central Appraisal District values a pool as an added improvement. Its 754 records for pools built in 2025 had a median value of $40,000, with a middle half of $30,000 to $50,000 (2026 data, PC&S property tax study). That is $25,000 below Fort Worth’s permit median; appraisal values and declared permit values measure different things, so treat the two as the low and middle markers of a North Texas budget.

Texas caps a homestead’s yearly appraisal increase at 10%, but a new pool is added outside the cap from the first January 1 it exists (Tax Code 23.23). Dallas County’s average combined rate was $2.2222 per $100 in 2025, so DCAD’s $40,000 median pool adds about $888.88 a year, or $222.22 per $10,000 of value. For resale, the only peer-reviewed Texas estimate, from San Antonio, puts the pool premium at 1.6% to 9.6% of sale price.

Dallas Water Utilities rules for filling and topping off

Dallas sets residential sewer volume at the lower of the December to March winter average (capped at 40,000 gallons) or the month’s actual use. A pool filled from April to November therefore adds no sewer charge, and 20,000 gallons costs about $187.21, or $9.36 per 1,000 gallons, at the rates in effect October 1, 2026 (Dallas Water Utilities rate sheet; cost to fill a pool). Filling during the winter averaging months can raise the average that caps your sewer volume for the following year. Houston charges $649.98 for the same fill; Fort Worth $130.64.

Water tiers climb with volume, from $2.17 per 1,000 gallons in the lowest tier to $13.20 above 30,000 gallons, so a 30,000-gallon pool costs about $317.41 to fill and a 2,690-gallon summer top-off about $18.30. Yearly evaporation top-ups come to about $29.24 after normal rain.

  • Twice-weekly watering applies now Landscape watering has been capped at twice a week since April 23, 2012, with no watering from 10 a.m. to 6 p.m. Plan new sod or plantings around the pool with that in mind, or apply for the temporary variance DWU offers for new landscaping.
  • Stage 3 drought would stop fills Under the 2024 Drought Contingency Plan, Stage 3 prohibits filling, draining and refilling existing pools, with limited exceptions, and suspends new pool permits. Stages 1 and 2 only ask for fewer drain-and-refill cycles.
  • Time the fill Schedule the first fill between April and November so it lands outside the winter sewer averaging months.
Dallas sets sewer charges from winter water use, so a pool filled from April to November adds no sewer charge.
Dallas sets sewer charges from winter water use, so a pool filled from April to November adds no sewer charge.

Hiring a Dallas pool contractor when Texas has no pool license

Texas has no state license for building residential pools, and the TDLR residential appliance installer license (Occupations Code chapter 1305) covers only pool-related electrical maintenance (pool contractor licensing study). The Dallas permit file and the inspection record become your best evidence of a builder’s track record.

  • Who is named on the permit Ask which company will apply for the Dallas pool permit and the electrical and plumbing permits, and get the permit numbers once issued.
  • Freeze plan in writing With 29.2 freezing nights a year, ask how the equipment and exposed plumbing are protected and who winterizes in the first season.
  • Barrier before plaster Put the fence and alarms in the schedule ahead of plaster, because Dallas inspects them first.
  • Price explained line by line Fort Worth’s rounded $65,000 entries show why a single number tells you little; ask for decking, fencing and equipment as separate lines.
  • Certificates of insurance With no state bond or recovery fund, ask for general liability and workers’ compensation certificates.

Who has a pool in Dallas-Fort Worth

In the 2015 American Housing Survey, 15.3% of single-family and mobile homes in the Dallas-Fort Worth metro had a pool, 6th of 25 metros, and 31.4% of all occupied homes had one on the property once apartment pools are counted. Pools in young-family homes grew: the share of DFW households with children under 7 that had a pool rose from 25.3% in 2015 to 32.2% in 2023, a 6.9-point rise that is statistically significant at the 90% level (homes with pools study).

That makes the barrier rules above more than paperwork. Texas recorded a pool drowning rate of 1.79 per 100,000 children under 5 a year from 2018 to 2024, with 246 deaths in that age group (pool drowning statistics). The City of Dallas runs 19 public pools, up from 17 in the 2018 count, or 1.43 per 100,000 residents (public pools by city).

Frequently Asked Questions

How much does it cost to build a pool in Dallas?

Dallas publishes no pool permit values. In Fort Worth, the nearest city that does, the 2025 median declared value was $65,000, with the middle half between $50,000 and $87,000. Dallas Central Appraisal District’s median value for pools built in 2025 was $40,000.

What kind of pool can I get for $80,000 in Dallas?

$80,000 sits above the $65,000 Fort Worth median and below the $87,000 upper-quarter mark for 2025 permits, so it is a mid-to-upper budget for a North Texas in-ground pool. Ask each builder to show decking, fencing, a spa and a heater as separate prices.

Do I need a permit for an above-ground pool in Dallas?

Only small ones are exempt: a prefabricated pool with its wall fully above grade, no more than 5,000 gallons and less than 24 inches deep. Every other pool needs a Dallas pool permit (City of Dallas).

When must the pool fence be in place for a Dallas pool?

Before plaster. Chapter 62 requires the barrier to be installed, inspected and approved before the pool is plastered or filled with water.

How tall must a pool fence be in Dallas?

At least 48 inches, measured on the side away from the pool, with gaps under it of no more than 2 inches over soil and 4 inches over concrete. If the house wall forms part of the barrier, doors and low windows need UL 2017 alarms.

Can I fill a new pool during Dallas water restrictions?

Yes under today’s rules: Dallas limits landscape watering to twice a week but does not restrict pool filling. If Stage 3 of the 2024 drought plan were declared, filling and refilling pools would be prohibited with limited exceptions and new pool permits would be suspended.

How long is swim season in Dallas?

About 161 days, May 5 to October 12, have a normal high of 80F or more at DFW Airport. A heater or cover lengthens it; DOE’s Dallas example assumes April 1 to October 31.

How much does a pool add to Dallas County property tax?

At the 2025 average combined rate of $2.2222 per $100, DCAD’s $40,000 median value for a 2025-built pool adds about $888.88 a year. The 10% homestead cap does not apply to the new pool’s value.

Are Dallas pool builders licensed by the state?

No. Texas has no state pool construction license. Electricians must hold their own licenses, and Dallas requires electrical and plumbing permits, so ask which licensed trades the builder uses.

Does Pool Construction & Service build pools in Dallas?

No. We are an independent matching service that introduces Dallas homeowners to pool companies. See how we vet pool contractors.
