Pool Builders Tampa, FL: Permits, Tree Rules and Water Costs
Pool builders Tampa homeowners hire file with one of two offices: City of Tampa Construction Services inside city limits, or Hillsborough County for unincorporated addresses, and each has its own tree and survey rules.
- ✓Fill cost: $215.09 for 20,000 gallonsPool builders in Tampa fill new pools on city water at $10.75 per 1,000 gallons, with no sewer charge for most single-family homes (City of Tampa rates, October 2026).
- ✓Permit clock: 30 business daysFlorida Statutes section 553.792 gives local offices 30 business days to act on a complete residential permit application.
- ✓Rule: grand trees need 20 ftThe City of Tampa requires a 20 ft protective distance from grand trees of 32 inches DBH or larger, so a large oak can move the pool.
Two Permit Offices for Tampa Pool Builders
Where your lot sits decides which rulebook your builder follows.
City of Tampa addresses permit through Tampa Construction Services. Since March 3, 2026, the city requires residential pools to be filed under its dedicated Pool Permit application instead of a Miscellaneous application, per the city’s in-ground pool permit guide. Addresses outside city limits in unincorporated Hillsborough County file with the county’s Development Services, which uses a Residential Miscellaneous Permit. The two lists overlap but are not identical.
| Item | City of Tampa (Construction Services) | Unincorporated Hillsborough County (Development Services) |
|---|---|---|
| Application | Pool Permit application, required since March 3, 2026 | Residential Miscellaneous Permit, Building |
| Plans | Signed and sealed by a Florida licensed architect or engineer | Digitally signed and sealed by a Florida registered architect or engineer |
| Survey | Topographical survey when the pool has 1,000 sq ft or more of decking | Scaled site plan with setbacks, easements, wetlands and conservation areas |
| Trees | Show all trees within 20 ft; protective distances for specimen and grand trees | Removal permit for trees 12 inches or more in trunk diameter |
| Flood | Survey shows the flood zone and any flood demarcation line | Engineer statement on flood loads (ASCE 24-14 Section 9.6) in a Special Flood Hazard Area |

Our permit-timing research does not cover Tampa or Hillsborough County yet. State law sets the outer clock: Florida Statutes section 553.792 gives a local government 30 business days to approve, approve with conditions or deny a complete and sufficient residential application. The city also accepts a private provider package when a private plan reviewer handles the review, an option Tampa pool builders may use. Our pool permit guide and the PC&S pool permit processing time study show how waits compare in cities that do publish data.
One more city wrinkle: if the pool goes on a lot where a new house is under construction or received its certificate of occupancy within 2 years, the pool site plan must be based on the approved plan for the house, so the lot still meets the city’s stormwater rules.
Tampa's Tree Rules Can Move the Pool
Large oaks are the most common surprise on a Tampa pool plan. The City of Tampa site plan must show the location, species and size of every tree within 20 ft of the construction area, with barricade locations and a mitigation table. Two size classes carry fixed setbacks:
A 20 ft circle around a grand oak can rule out a pool in a narrow backyard, or push it toward the house and the side setbacks. Projects that encroach on protective distances can have the plan certified by an approved arborist under the city’s self-certified arborist program. In unincorporated Hillsborough County, the site plan must state that no trees will be removed, and any tree 12 inches or more in trunk diameter, measured 4.5 ft above the ground, needs a separate removal permit.

Ask any builder you interview to walk the trees with you before drawing the pool. A design that clears the protective distances on day one avoids a redesign after plan review. The pool planning checklist lists the site questions to settle first.
Filling and Topping Up a Tampa Pool
Unlike Miami-Dade and Orlando, Tampa adds no sewer charge to a pool fill for most single-family homes. City of Tampa Utilities bills wastewater only up to each home’s sewer max, set from the third lowest month of the last 24 months of water use and recalculated every January. Water used above that cap, such as a pool fill, carries no sewer charge. Homes with an irrigation meter, reclaimed meter or unmetered well are not on the sewer max.
Tampa bills sewer only up to each home's sewer max, so a pool fill adds no sewer charge for most single-family homes.

At rates effective October 1, 2026, filling a 20,000-gallon pool on City of Tampa water costs $215.09, or $10.75 per 1,000 gallons, per the PC&S cost to fill a pool ledger. The same fill costs $481.90 in Miami-Dade, where sewer is billed on the fill water, and $143.85 in Orlando. Tampa’s tier rates rose this October, and the water base charge went from $8.00 to $9.00 a month.
| Item | Tampa figure | Basis |
|---|---|---|
| Fill 10,000 gallons | $91.23 | City of Tampa water rates effective Oct 1, 2026; no sewer added |
| Fill 20,000 gallons | $215.09 | Same; $10.75 per 1,000 gallons |
| Fill 30,000 gallons | $349.26 | Same |
| Water base charge | $9.00 a month | Single-family, inside city, 5/8-inch meter |
| Evaporation, 15 x 30 ft pool | 14,253 gallons a year | PC&S model from NOAA pan data |
| Cost to replace all evaporation | $101.14 a year | Before rainfall; 0.0% sewer |

Water restrictions are tight but do not target pools. Southwest Florida Water Management District Modified Phase III restrictions have applied in Tampa since April 3, 2026 and were extended through March 31, 2027, limiting lawn watering to once a week. The city’s watering rules contain no pool-fill restriction; the only pool mention exempts a water feature that is part of a pool’s circulation system from the 4-hour fountain limit.
Evaporation is the ongoing cost. An uncovered 15 x 30 ft pool in Tampa loses about 14,253 gallons a year, peaking in May at about 1.4 inches a week, per the PC&S pool evaporation rate model. Normal rainfall of 49.48 inches offsets about 77.8% of that loss. A cover that cuts evaporation in half would save about 7,126 gallons a year in that scenario.
Flood Zones, Storm Season and the Tampa Build Calendar
Flood mapping enters a Tampa pool permit twice. The city’s topographical survey must identify the flood zone and any flood demarcation line where a lot is split. In unincorporated Hillsborough County, a pool in a Special Flood Hazard Area needs a signed engineer statement that it is designed for flood loads under ASCE 24-14 Section 9.6, and pools in the Coastal High Hazard Area or Coastal A Zone must be designed and built to ASCE 24-14.
Storm season overlaps the busiest building months. NOAA’s National Hurricane Center lists the Atlantic hurricane season as June 1 to November 30, with a peak on September 10 and most activity from mid-August to mid-October. An average season from 1991 to 2020 brought 14 named storms, 7 hurricanes and 3 major hurricanes. An open excavation or an unfilled shell during a storm is a risk to discuss with your builder before you sign.
Highlighted months have a normal high of 80F or more.

Swimming weather is long but not year-round. Tampa’s normal daily high reaches 80F or more for 223 days a year, from April 1 to November 9, according to NOAA 1991 to 2020 normals in the PC&S pool season length ranking. January’s normal high is 71.3F, about 5 degrees cooler than Miami’s 76.2F, so many Tampa owners plan for heat. See the cost to heat a pool report before choosing a heater.
Inspections on a City of Tampa Pool Permit
City of Tampa Construction Services lists these typical inspections for a residential pool and spa, noting that more may apply depending on scope.
- Pre-construction (building)Building pre-construction inspection.
- Pool steel, drain and bond (building)Steel, main drain and bonding.
- Pressure test or perimeter piping (plumbing)Plumbing pressure test.
- Pool bonding (electrical)Electrical bonding inspection.
- Foundation and footer (building)Footer inspection where the scope needs one.
- Pool barrier and alarm (building)The safety feature chosen under Florida law.
- FinalsElectrical final, final grading and drainage, site final and building final.
Before any digging, Florida Statutes section 556.105 requires the excavator to notify the state one-call system at least 2 full business days ahead so buried utilities can be marked. The pool construction process guide shows where each inspection lands in a typical build.

Budgeting With Tampa Pool Builders: Price, Tax and Resale
Our permit research does not yet include a Tampa or Hillsborough County dataset of declared pool values, so we do not quote a Tampa price. The nearest Florida public records are other cities’ permits: Orlando’s 2025 median declared value was $66,000 (middle half $50,000 to $91,465) and Cape Coral’s was $60,000, per the PC&S average cost to build a pool report. Use those as a Florida reference, not a Tampa quote, and compare at least three written bids. The inground pool cost guide lists what drives the spread.
Demand statewide is strong. The Pool & Hot Tub Alliance reported 2,553 Florida pool permits in June 2026, up 33.7% from a year earlier, counting only permits valued over $30,000.
A new pool also adds to the tax bill. The Hillsborough County Property Appraiser records pools as extra features under codes 0310 to 0313, covering vinyl, home made, masonry and fiberglass pools. Hillsborough’s 2025 average total millage was 18.8553 mills (Florida Department of Revenue), so a pool assessed at $40,000 would add roughly $754.21 a year, per the PC&S pool property tax ledger. Florida adds the pool at just value on the first January 1 after completion; Save Our Homes then caps homestead increases at 3% or CPI, whichever is lower.
On resale, Redfin’s study of 2018 sales estimated that a pool added about $29,611 to a median-priced Tampa-area home, and 29.6% of 2018 sales in the metro had a pool. A 2019 LendingTree analysis put the share of Tampa metro homes with a pool at 27.7%. Our pool home value report explains why such estimates vary.
Licenses and Contracts for Pool Construction in Tampa
Florida licenses pool contractors through the Department of Business and Professional Regulation (DBPR). Its August 2026 license file listed 1,525 current, active residential pool/spa licenses, 1,543 commercial and 1,499 servicing licenses statewide, per the PC&S pool contractor license requirements study. A state license is required once labor and materials reach $2,500, and pool contractors must carry at least $100,000 of public liability and $25,000 of property damage insurance.
- Match the license to the job Residential (class B) or commercial (class A) for a new pool; servicing (class C) alone does not cover construction.
- Record the Notice of Commencement Florida Statutes section 713.13 requires it before work starts, and Hillsborough County wants a recorded copy before the first inspection.
- Look for the recovery fund notice Section 489.1425 requires residential contracts above $2,500 to explain the Florida Homeowners’ Construction Recovery Fund.
- Pick the safety feature Section 515.27 requires at least one of five features, such as a barrier, approved cover or exit alarms, to pass final inspection.
Our guide to choosing a pool builder covers bids and payment schedules, and how we vet pool contractors explains what we check before an introduction. The pool fence laws by state report compares Florida’s barrier rule with other states.

Frequently Asked Questions
Who issues pool permits in Tampa?
City of Tampa Construction Services for addresses inside city limits, using the Pool Permit application required since March 3, 2026. Unincorporated Hillsborough County addresses permit with the county’s Development Services.
Will a large oak tree stop my Tampa pool?
It can shape it. The City of Tampa requires a 20 ft distance from construction for grand trees of 32 inches DBH or larger and 15 ft for specimen trees of 24 inches DBH, though an approved arborist can certify some encroachments.
Do Tampa water restrictions stop me filling a new pool?
No pool-fill ban was found. SWFWMD Modified Phase III rules in force in Tampa through March 31, 2027 limit lawn watering to once a week, but the city’s rules do not restrict filling pools.
How much does it cost to fill a pool in Tampa?
About $215.09 for 20,000 gallons at City of Tampa rates effective October 1, 2026. Most single-family homes pay no sewer on the fill because of the sewer max (PC&S cost to fill a pool ledger).
Do I need a Notice of Commencement for a Tampa-area pool in Hillsborough County?
Yes. Florida Statutes section 713.13 requires one before work starts, and Hillsborough County asks for a recorded certified copy before the first inspection.
How much does it cost to build a pool in Tampa?
We have not yet verified a public Tampa dataset of pool prices. For a Florida reference, Orlando’s 2025 median declared permit value was $66,000 and Cape Coral’s was $60,000. Compare at least three written Tampa bids.
Can you build a pool in Tampa for $50,000?
Possibly for a modest design. In Orlando, the nearest Florida city with public permit values, the 2025 25th percentile declared value was $50,000, so at least a quarter of pools there were declared at $50,000 or less.
Does a pool in Tampa need to meet flood rules?
In unincorporated Hillsborough County, a pool in a Special Flood Hazard Area needs an engineer statement that it resists flood loads under ASCE 24-14 Section 9.6. City of Tampa surveys must show the flood zone.
When is the best time to build a pool in Tampa?
There is no official best month. NOAA’s hurricane season runs June 1 to November 30 with a September 10 peak, while Tampa’s normal swim season, with highs of 80F or more, runs April 1 to November 9.
