Hazards behind U.S. pool product recalls: entrapment by count, drowning by units

Entrapment or entanglement is the primary hazard in more pool product recalls than any other, mostly because of drain covers. Fire or burn was the primary hazard in 18 U.S. pool and spa recalls from 2001 to 2026, covering 1,150,685 units (CPSC recall notices, PC&S analysis). The largest was the September 12, 2024 recall of about 866,000 Bestway AirJet and HydroJet spa pumps, which cited one fatal house fire (CPSC).

Carbon monoxide poisoning appears in 3 U.S. pool heater and vent kit recalls from 2007 to 2026 covering 109,880 units; in the brief’s hazard scheme these would fall under “other”, but they are shown separately here (CPSC recall notices, PC&S analysis).

Which pool products are recalled most often

Drain covers and suction fittings account for about a third of U.S. pool product recalls since 2001. Spas and spa components, pool toys and dive sticks, and ladders, steps, lifts and slides follow. Pumps, filters, alarms and pool chemicals appear only a handful of times.

Robotic pool cleaners are a newer category: 3 U.S. recalls from August 2023 to April 2026, all for burn and fire hazards from batteries or chargers, covering 59,660 units (CPSC recall notices, PC&S analysis).

Only one recall in the registry involves pool chemicals or test kits: about 10,000 Taylor Phosphate Reagent #1 bottles recalled on March 6, 2025 because the sulfuric acid reagent lacked child-resistant packaging (CPSC). Chemical injury data sit in a separate PC&S report on pool injury statistics.

Pool drain cover recalls and the Virginia Graeme Baker Act

The registry shows no drain cover recalls from 2000 through 2010, a 2011 wave tied to incorrect flow ratings under the new federal standard, and a steady run of small, online-sold covers recalled for violating the Act since 2022. The data cannot show whether the Act reduced entrapment incidents; it shows how enforcement shifted.

On May 26, 2011, eight manufacturers recalled about 1 million U.S. pool and in-ground spa drain covers after CPSC staff found that incorrect testing procedures had produced incorrect flow ratings (CPSC; CPSC FAQ). Together with three other drain cover recalls that day and a January 2011 safety vacuum release system recall, 2011 accounts for 1,064,420 recalled units (CPSC recall notices, PC&S analysis).

From 2022 to October 4, 2026, CPSC announced 23 U.S. drain cover recalls covering 17,800 units, a median of 370 covers each; all 23 named Amazon as a sales channel, all 23 listed China as the country of manufacture, all 23 offered refunds and none reported incidents (CPSC recall notices, PC&S analysis).

Before 2000, the CPSC Recalls API lists three spa and pool suction cover recalls (1982, 1993 and 1997) whose notices cite five hair-entrapment drownings (CPSC, 1997). Drowning death counts by state are covered in pool drowning statistics by state.

After the July 21, 2025 recall of about 5 million Bestway, Intex and Polygroup above-ground pools, four more U.S. recalls of 48-inch and taller above-ground pools followed from December 2025 to February 2026 (Blue Wave, SereneLife, Sunneday and Blue Bay, Evajoy), covering 19,870 units with no incidents reported (CPSC recall notices, PC&S analysis).

Health Canada ran the 2025 above-ground pool recall jointly with CPSC and reported that, as of July 17, 2025, the companies had received 3 incident reports and 9 drowning reports in the United States and none in Canada (Health Canada).

Injuries and deaths cited in pool and spa recall notices

Most pool and spa recalls are preventive: fewer than half cite any incident, and about one in eight cites an injury. Deaths are cited in 3 of 83 notices.

  • Above-ground pools, July 21, 2025: CPSC cited nine drownings of children aged 22 months to 3 years in California, Texas, Florida, Michigan, Wisconsin and Missouri from 2007 to 2022 (CPSC).
  • AirJet and HydroJet spa pumps, September 12, 2024: CPSC cited a January 2024 house fire in Kansas City, Missouri that resulted in a fatality (CPSC).
  • Banzai inflatable in-ground pool slides, May 10, 2012: CPSC cited one death and two other serious neck injuries (CPSC).
  • Intex above-ground pool ladders, April 4, 2007: 172 reports of steps breaking and 127 injury reports, including five bone fractures (CPSC).

34 of 83 U.S. pool and spa recalls from 2001 to 2026 (41.0%) cite at least one incident, and 11 (13.3%) cite injuries (CPSC recall notices, PC&S analysis). For national emergency department estimates, see pool injury statistics.

  • Report an unsafe product to CPSC through SaferProducts.gov, linked from the CPSC recalls page.
  • For Canadian purchases, check Health Canada recall notices, which list joint recalls such as the 2025 above-ground pool recall (Health Canada).
  • Compare the model number, serial or date code on the product with the identifiers in the CPSC notice; drain cover notices since 2022 often list the Amazon ASIN or packaging label instead of a model marking.

How this pool product recalls registry compares with other recall pages

The top Google results for pool recall searches on October 4, 2026 were single-recall pages: firm recall sites, the 2025 CPSC above-ground pool notice and news coverage of that recall. None compiles pool and spa recalls across products and years.

Bestway’s product safety page lists two Bestway recalls, the above-ground pools announced July 21, 2025 and spa pumps announced September 12, 2024 (Bestway USA). Intex’s recall page covers its older above-ground pools with external compression straps, primarily sold from 2002 to 2012 (Intex). CPSC’s Swimming Pools product page showed a single July 23, 2026 drain cover recall when accessed (CPSC).

  1. Downloaded every recall record from the CPSC Recalls API (10,027 records, 1973 to October 4, 2026) year by year (scripts/01_download_recalls.py).
  2. Searched titles, product names, descriptions, hazards and product types for pool, spa, hot tub, swim, drain cover, chlorinator and related terms, then reviewed each candidate by hand (scripts/02_candidates.py).
  3. Cross-checked completeness with 15 Google searches of cpsc.gov recall pages via Serper; every pool or spa recall page found was already in the API set.
  4. Opened and saved all 83 included CPSC notice pages plus 3 pre-2000 drain cover notices (raw/notices/), and parsed date, units, incidents and remedy from the page, which was treated as the authority over the API record.
  5. Coded each recall’s product category, primary hazard, U.S. units, incidents, injury counts, deaths and remedy (scripts/08_coding.py), then computed tables and derived metrics (scripts/09 to 10).
  6. Opened supporting sources (Pool Safely, eCFR, CPSC FAQ, Health Canada) and the top-ranking pages for ‘pool product recalls’ and ‘pool recall’.

Included: CPSC recalls dated 2000-01-01 to 2026-10-04 of products designed for use in or as part of a pool, spa or hot tub, including pool chemicals and test kits, barriers and alarms, and toys or floats that the CPSC notice explicitly describes as for pool use. Registry checked monthly; last check 2026-10-04.

Excluded: Whirlpool bathtubs, pool and patio umbrellas, general baby floats and swim trainers not described as for pool use, swimwear, swim masks and snorkels, multi-appliance components such as gas control valves, and stuffed ‘pool animal’ toys. Full list in excluded.md.

Conflicting numbers: Where the CPSC notice page and the API record differed, the notice page was used: Intex ladders (2007) list about 466,000 units on the page versus 3,500 in the API; the Arrogantf drain cover recall is dated June 16, 2026 on the page versus June 18 in the API; one 2026 API record carries an unrelated title, so the page title was used.

Derived metrics: All derived metrics are counts, sums, medians and shares computed from the coded registry (tables/pool_product_recalls_registry.csv) with scripts/09_build_tables.py and scripts/10_build_facts_derived.py. Units are summed only where numeric; the 2026 Joyin expansion counts only its added 150,000 units.

Caveats

  • The CPSC Recalls API is the source of record; recalls missing from it may be missed, although a cpsc.gov search cross-check found none.
  • Units are approximate and U.S.-only as published; 3 recalls count packages or pairs.
  • Hazard and category coding is a PC&S judgment for dual-hazard and component products.
  • Incident, injury and death counts reflect the date of each announcement, not later updates.
  • Recall counts measure regulatory actions and cannot show product failure rates or the effect of the VGB Act on injuries.
  • Pool chemicals are largely regulated by other agencies, so CPSC recalls understate chemical product actions.
