Pool Chemical Prices: A Producer Price Index for Chlorine, Trichlor Inputs and Acid, 2019 to 2026
The headline

In the United States, pool chemical prices measured by the PC&S Pool Chemical Price Index stood at 124.1 in August 2026 (2019 = 100), 24.1% above 2019 but 12.7% below the January 2023 peak of 142.1. After CPI-U inflation, the index is 22.0% below that peak (BLS data).

How the index is built

  1. Identified BLS PPI series for pool chemical inputs and producers by searching the BLS wp.item, pc.product and pc.series catalogs and the Census 2022 NAICS index for pool chemical entries.
  2. Downloaded monthly values January 2017 to August 2026 for 20 series through the BLS Public Data API v2 on October 5, 2026 (raw/bls_api_*.json).
  3. Rebased each series to its 2019 monthly average = 100 and averaged the four chemical series with equal weights to form the PC&S Pool Chemical Price Index.
  4. Deflated the index by CPI-U (rebased the same way) and compared it with PPI final demand and CPI-U.
  5. Read USITC publications 5677 (2025) and 5391 (2022) for import volumes, unit values, market structure and supply events.
  6. Pulled every Federal Register notice on chlorinated isocyanurates through the Federal Register API and read the orders, sunset results and latest reviews on govinfo.
  7. Read CSB investigation pages and the Lake Charles final report, and Pool Corp and Leslie’s 10-K and 10-Q filings from SEC EDGAR.
  8. Built every derived figure with scripts in scripts/ and logged inputs in derived.csv; checked every number in this report against facts.csv and derived.csv.

Included: Official statistics (BLS, Census, USITC trade tables), Federal Register notices, CSB investigations and company SEC filings opened on October 5, 2026.

Excluded: Retail shelf prices from store websites, market research estimates, unsourced blog figures and pool chemical injury data (covered in a separate PC&S report).

Conflicting numbers: USITC dates the restart of the rebuilt Bio-Lab Lake Charles plant to 2022, while CSB says around March 2023; both are shown. USITC Table 1.4 dates the Lake Charles damage to August 7, 2020, while CSB’s investigation gives August 27, 2020, the day Hurricane Laura struck; CSB’s date is used.

Derived metrics: Index values are arithmetic means of rebased BLS series; peak-to-latest changes are ratio changes; real values divide by CPI-U; import unit value indexes divide each year by 2019; duty sums are simple additions labeled as such.

Caveats

  • No BLS series measures trichlor, dichlor or calcium hypochlorite prices directly; the index is a proxy built from feedstock and industry series.
  • Producer prices exclude packaging, freight, distribution and retail margins, so household prices can move differently.
  • Equal weights are a choice; sensitivity tests with alternative series change the level but not the timing of the peak.
  • August 2026 PPI values are preliminary and BLS did not collect CPI-U for October 2025.
  • Import data end in 2024 and exclude disinfectant HTS codes that can contain chlorinated isocyanurates.
  • Company inflation figures are management estimates covering all products.

How the PC&S Pool Chemical Price Index is built

No federal agency publishes a price index for pool chlorine. This index averages four Bureau of Labor Statistics producer price series that cover chlorine feedstock, hydrochloric acid and the two industries that make pool sanitizers, each rebased so that its 2019 average equals 100.

The PC&S index tracks producer prices behind pool chlorine, shock and acid, not shelf prices.
The PC&S index tracks producer prices behind pool chlorine, shock and acid, not shelf prices.

Formula: for each month, index = (S1 + S2 + S3 + S4) / 4, where each S is a BLS series divided by its own January to December 2019 average and multiplied by 100. Equal weights are used because BLS publishes no weights for pool products inside these series. The latest month is August 2026, published by BLS on September 10, 2026; August 2026 PPI values are preliminary and can be revised for four months (BLS).

  • S1, Chlorine, sodium hydroxide and other alkalies (WPU06130302, base June 2005 = 100): chlorine gas and caustic soda are two of the three raw materials for trichlor and dichlor, with urea the third (USITC, BLS).
  • S2, Other basic inorganic chemical manufacturing (PCU325180325180, base December 2010 = 100): the Census NAICS index places calcium hypochlorite, sodium hypochlorite, hydrochloric acid and chlorine manufacturing in NAICS 325180 (Census Bureau).
  • S3, Inorganic acids excluding nitric, sulfuric and phosphoric (PCU3251803251803, base December 1982 = 100): the closest BLS product series to hydrochloric (muriatic) acid used to lower pool pH (BLS).
  • S4, Other miscellaneous chemical product manufacturing (PCU325998325998, base June 1985 = 100): the NAICS index places swimming pool chemical preparations manufacturing in NAICS 325998 (Census Bureau, BLS).

The chlorine, sodium hydroxide and other alkalies PPI peaked at 195.3 in January 2023 (2019 = 100) and was 136.2 in August 2026, a 30.2% decline (BLS). The caustic soda PPI fell 39.4% from its January 2023 peak of 187.8 to 113.8 (BLS).

The other basic inorganic chemicals PPI, which covers hypochlorite and hydrochloric acid makers, was 144.7 in August 2026, 7.2% below its February 2023 peak (BLS). The hydrochloric acid proxy series was 91.4, 8.6% below its 2019 average (BLS). The miscellaneous chemical products PPI, which includes pool chemical preparations, reached 125.3 in June 2026 and was 124.2 in August 2026 (BLS).

Urea, the third trichlor input, sits inside a broader BLS series for ammonia, nitric acid, ammonium compounds and urea; that series peaked at 266.5 in April 2022 and was 176.2 in August 2026 (BLS). In its 2022 review, USITC reported that urea prices rose almost three-fold from January 2016 to March 2022, and industry petitioners estimated raw materials at about 70 percent of the cost to produce chlorinated isocyanurates (USITC).

The 2020 to 2022 chlorine tablet shortage: Bio-Lab, storms and imports

The trichlor shortage was a product-specific supply shock. Broad producer price series barely registered it in 2021, but import volumes and import unit values for chlorinated isocyanurates show it clearly.

Trichlor tablets are the main form of chlorinated isocyanurates sold for pools.
Trichlor tablets are the main form of chlorinated isocyanurates sold for pools.

On August 27, 2020, Category 4 Hurricane Laura damaged buildings at the Bio-Lab plant in Westlake, Louisiana that stored a trichloroisocyanuric acid (TCCA) formulation; rainwater started a decomposition, fire and chlorine release that destroyed a production building (CSB). Interstate 10 was closed for over 28 hours. About $250 million was invested to rebuild, and CSB reports production resumed around March 2023 (CSB; CSB investigation page).

Other supply hits followed. A February 2021 freeze on the U.S. Gulf Coast reduced chlorine production, and on September 1, 2021 OxyChem declared force majeure on water treatment chemicals from Luling, Louisiana and Sauget, Illinois after Hurricane Ida (USITC). In USITC’s 2022 questionnaires, all 7 responding U.S. producers, 9 of 10 importers and 13 of 19 purchasers reported supply constraints, mainly in 2020 to 2022 (USITC).

The PC&S index averaged 96.2 in 2021, below 2019, because the acid proxy series remained well below its 2019 level and chlorine and alkali prices had only started to rise. Import data tell a different story: the average unit value of US chlorinated isocyanurate imports reached an index of 118.4 in 2021 and 169.9 in 2022 (2019 = 100), and import volume in 2022 was 7.3 times the 2019 level (USITC).

Antidumping and countervailing duties on chlorinated isocyanurates

Chlorinated isocyanurates from China face antidumping and countervailing duties, and those from Spain face antidumping duties. There is no order on Japan, which became the largest import source by 2024.

Commerce issued antidumping orders on chlorinated isocyanurates from China and Spain on June 24, 2005, with a China-wide rate of 285.63% and a Spanish all-others rate of 24.83% (70 FR 36561, 70 FR 36562). A countervailing duty order on China followed on November 13, 2014 with an all-others rate of 10.81% (79 FR 67424). In the same 2014 case, USITC found no injury from imports from Japan, so no order was issued on Japan (79 FR 66404).

Both antidumping orders were continued on February 22, 2023 (88 FR 10871). The China countervailing duty order was continued effective November 21, 2025 after a second sunset review in which Commerce found subsidy rates of 14.11% to 32.58% likely to prevail, with 17.08% for all others (90 FR 36423, 90 FR 54303).

What Pool Corp and Leslie's filings say about chemical prices

Pool Corp and Leslie’s describe the same arc in their SEC filings: price inflation well above normal in 2021 and 2022, deflation in trichlor and chemical sanitizers in 2023, and a return to low single-digit inflation from 2024.

Retail chemical pricing reflects producer costs plus packaging, distribution and store margins.

Pool Corp estimated industry price inflation at 1% to 2% a year over the decade to 2020 and wrote that it has generally passed through chlorine price increases to customers (Pool Corp 10-K, fiscal 2020). Its estimate of inflationary product cost increases was about 7% to 8% in 2021, about 10% in 2022, 3% to 4% in 2023 and 1% to 2% in 2024 (Pool Corp 10-K, fiscal 2023, Pool Corp 10-K, fiscal 2024). In 2025 the figure was 2% to 3%, including a 1% impact from U.S. tariffs, and in the first six months of 2026 inflation added about 3% to sales (Pool Corp 10-K, fiscal 2025, Pool Corp 10-Q, quarter ended June 30, 2026).

In the third quarter of 2023 Pool Corp reported price deflation on trichlor (Pool Corp 10-Q, quarter ended September 30, 2023). Leslie’s cited a decrease in retail chemical pricing in June 2023 as a driver of lower fiscal 2023 gross margin (Leslie’s 10-K, fiscal 2023). Leslie’s describes the prices of granular chlorine compounds as “a function of, among other things, manufacturing capacity and demand” (Leslie’s 10-K, fiscal 2025).

Pool equipment prices: pumps, heaters and above-ground pools

Unlike chemicals, equipment producer prices have not come down. The PC&S equipment proxy is at its highest level since 2019.

The PC&S pool equipment proxy, the average of three BLS industry and product series rebased to 2019 = 100, was 142.5 in August 2026, its highest value since 2019 (BLS). The pumps series was 146.2, heating equipment except warm air furnaces (the NAICS industry that includes pool heaters) was 159.5, and sporting and athletic goods (which includes above-ground pools) was 121.9 (BLS, BLS, Census Bureau).

Operating costs for that equipment are covered in PC&S research on the cost to run a pool pump and the cost to heat a pool. Chemical handling injuries are covered in pool injury statistics.

Questions this index answers

Why are pool chemicals so expensive?

Producer prices behind pool chemicals were 24.1% above 2019 in August 2026 on the PC&S index (BLS). Raw materials are about 70 percent of the cost to make trichlor, according to industry petitioners at USITC, and BLS producer prices for chlorine, caustic soda and urea-containing nitrogen chemicals rose sharply in 2022 (BLS, BLS). Imports from China face a 285.63% China-wide antidumping rate (70 FR 36561), and trichlor and dichlor sold for pools must be registered with the EPA (USITC).

Why was there a chlorine shortage in 2021?

The August 27, 2020 fire at the Bio-Lab plant in Westlake, Louisiana destroyed a production building, and the plant did not resume production until around March 2023 (CSB). A February 2021 Gulf Coast freeze cut chlorine output and Hurricane Ida led OxyChem to declare force majeure in September 2021 (USITC). US imports of chlorinated isocyanurates rose from 20.9 million pounds in 2019 to 139.0 million in 2021 (USITC).

Are chlorine tablet prices going down?

They fell after 2023 and have been roughly flat since. The PC&S index is 12.7% below its January 2023 peak but rose 1.6% in the year to August 2026 (BLS). Import unit values fell 9.9% in 2024 (USITC), and Pool Corp reported trichlor price deflation in 2023 (Pool Corp 10-Q, quarter ended September 30, 2023). No official retail price series for chlorine tablets exists.

Where do pool chlorine tablets come from?

Chlorine tablets for pools are typically trichlor, a chlorinated isocyanurate; USITC says the bulk of trichlor is consumed as tablets (USITC). CSB lists US production or packaging sites in Louisiana, Illinois, West Virginia, Georgia and Michigan (CSB). In 2024, US imports were 53.2 million pounds, led by Japan (26.7 million) and Spain (23.2 million); imports from China fell from 97.0 million pounds in 2022 to 20 thousand pounds in 2024 (USITC).

How much do pool chemicals cost per year?

No federal survey measures household spending on pool chemicals. Leslie’s estimates a residential pool aftermarket of about $7.0 billion across about 9.0 million pools in fiscal 2025, or $778 per pool, a figure that covers more than chemicals (Leslie’s 10-K, fiscal 2025). Pool and hot tub chemicals were about 14% of Pool Corp’s 2025 net sales (Pool Corp 10-K, fiscal 2025). For pool counts, see number of swimming pools in the US.
