Pool Contractor License Requirements by State, 2026: Exams, Experience, Bonds, Insurance and Licensee Counts

Pool contractor license requirements differ by state. As of October 5, 2026, 14 of the 50 states and DC issue a dedicated pool contractor license or class, 19 cover pool building through a general license or a registration, and 16, including Texas and New York, leave licensing to cities and counties. Alabama and Vermont are unresolved.
Pool contractor license requirements by state: the 51-jurisdiction matrix
As of October 5, 2026, 14 jurisdictions issue a dedicated pool contractor license or class, 6 use a general license, 13 use a registration and 16 leave the question to local governments. The matrix records the state-level route only; cities and counties in every regime can add their own licenses and permits.

Partial requirements score 0.5. Alabama (residential pools exempted from the general contractor law on October 1, 2026) and Vermont are not scored.

Trade licensing sits on top of these routes. Texas, for example, has no pool builder license, but pool electrical work needs a license under Occupations Code chapter 1305 (Texas Occupations Code ch. 1305). Barrier and fencing rules for the finished pool are covered in a separate PC&S matrix: pool fence laws by state.
Four licensing regimes and the share of Americans under each
Dedicated pool license states and local-only states each hold close to two fifths of the US population: 38.6% and 37.7% in July 2025. General license and registration states hold the remaining 22.0%, apart from the 1.7% in Alabama and Vermont.

The 14 dedicated pool license jurisdictions are Arizona, Arkansas, California, Connecticut, Florida, Hawaii, Louisiana, Michigan, Nevada, New Mexico, North Carolina, South Carolina, Tennessee and Virginia. In 12 of them the pool class is required to contract pool construction (36.0% of US residents); in Arkansas and South Carolina a residential builder or remodeler license also covers pools, so the pool class is one option among several (Partial). Michigan’s pool route is the Swimming Pools (S) trade on a Maintenance and Alteration Contractor license, which a Residential Builder license also covers (Michigan Occupational Code, Article 24).
The 16 local-only states are Colorado, Georgia, Illinois, Indiana, Kansas, Kentucky, Maine, Missouri, New Hampshire, New York, Ohio, Oklahoma, South Dakota, Texas, Wisconsin and Wyoming. Georgia is local only because its board lists an Outdoor Environment (pools) limited service specialty that is exempt from the residential and general contractor license, while pool plumbing and electrical work still go through licensed trades (Georgia Secretary of State). New York’s Department of State says the state does not license home improvement contractors but several counties and cities do (NY Department of State).
Exams, experience, bonds and insurance: the Licensing Barrier Score
The Licensing Barrier Score adds one point for each of five entry requirements. Florida and Hawaii score 5, and 20 of 49 scored jurisdictions score 0. Dedicated pool license states average 3.79, against 1.45 for general license and registration states.

20 jurisdictions test applicants for the license that covers residential pools, as of October 2026. Only 11 set a minimum number of years of experience. Insurance rules vary widely: Louisiana requires $500,000 of general liability coverage from August 1, 2026, Florida requires $100,000 public liability and $25,000 property damage for pool contractors, and California requires liability insurance only of LLC licensees (LSLBC; Florida rule 61G4-15.003; CSLB).
Profiles of the strictest pool licensing states
Six states pair a required pool class with an exam and a standard experience rule of 4 years or more: Florida, Hawaii, California, Arizona, Nevada and Connecticut (Florida also accepts 1 year with a 4-year degree). Tennessee scores 4.5 through a financial statement and insurance, but its pool class needs only a business and law exam.

- Florida (score 5): the Construction Industry Licensing Board issues Commercial, Residential and Servicing pool/spa licenses. The residential exam has two tests, experience is 4 years (or 1 year with a 4-year degree in the field), applicants need a credit report and a FICO score of 660 or a 14-hour financial course, and insurance is $100,000 public liability plus $25,000 property damage (Fla. Stat. 489.111; rule 61G4-15.006).
- Hawaii (score 5): the C-49 Swimming pool contractor class requires a two-part exam, 4 years of supervisory experience within the past 10, a CPA financial statement for entities, and liability insurance of $100,000 per person and $300,000 per occurrence for bodily injury (Hawaii PVL; HAR 16-77).
- California (score 4.5): the C-53 Swimming Pool Contractor class requires 4 years of journey-level experience, an exam, and a $25,000 contractor bond; the original application fee is $450 (CSLB; CSLB).
- Tennessee (score 4.5): BC-26 Swimming Pools is a building sub-category required for projects of $25,000 or more; applicants pass the Business and Law exam and file a CPA reviewed or audited financial statement (Tennessee Board for Licensing Contractors).
- Arizona (score 4): the Registrar of Contractors issues B-5 residential, KA-5 dual and A-9 commercial pool classes; residential pool contractors need 4 years of trade experience and post bonds from $5,000 to $100,000 by annual volume (Arizona ROC; Arizona ROC bond table).
- Nevada (score 4): A-10 Commercial and Residential Pools needs 4 years of experience within the past 15 years, and residential pool contractors post a separate consumer protection bond of $10,000 to $400,000 (NRS 624; NRS 624.276).
- Connecticut (score 4): the Swimming Pool Builder (SPB) license requires 5 years of experience under a licensed builder and a Department exam, plus home improvement contractor registration with $20,000 of liability insurance (Connecticut DCP; CGS 20-421).
License names, issuing agencies, bonds and fees by state
Each state names a different license and agency for pool work, and fees are published in different units and terms. Bond and financial rules range from net worth tests and credit reports to surety bonds and recovery fund payments.

Florida’s 3,068 construction licenses combine 1,543 commercial and 1,525 residential pool/spa licenses that were current and active on August 10, 2026 (DBPR file). Washington’s 65 active pool specialty registrations are not comparable because general contractors also build pools there. Counts of permits and new pools are in pool construction statistics and the installed base is in number of swimming pools in the US.
Pool service and repair licenses: who needs one
7 states issue a separate class for pool service or repair. Routine cleaning is usually outside contractor licensing: Florida law says so in its pool servicing definition, and for most other states the opened texts do not address routine cleaning.

- Florida: Swimming Pool/Spa Servicing contractor, 1,499 current and active licenses on August 10, 2026 (6.39 per 100,000 residents) (DBPR file).

Dollar thresholds that trigger a state contractor license
Among 24 states with a per-project threshold, the trigger ranges from $300 to $40,000 with a median of $2,250. A high threshold matters for pools: in North Carolina a pool job under $40,000 does not need the state license.

North Carolina sets a $40,000 threshold (NC Licensing Board for General Contractors); Tennessee licenses contractors for projects of $25,000 or more (Tennessee Board for Licensing Contractors). California’s minor work exemption is under $1,000 for jobs that need no building permit (B&P 7048). Annual tests apply in Iowa ($2,000 a year), Nebraska ($5,000 a year), Pennsylvania ($5,000 a year in sales) and Minnesota ($15,000 a year in receipts).

Pool contractor license requirements vary sharply across the United States, according to a Pool Construction & Service review of board pages, statutes and rules for all 50 states and DC on October 5, 2026. 14 jurisdictions issue a dedicated pool contractor license or class, led by Florida and Hawaii, which require an exam, years of experience, a financial test, liability insurance and a pool-specific class. 16 states, including Texas, New York and Georgia, have no state license or registration that covers pool building; they held 37.7% of US residents in 2025. Rosters from 8 states show Florida with 13.08 licensed pool construction contractors per 100,000 residents, ahead of Arizona at 9.86 and California at 7.19. Recent changes include Alabama’s October 1, 2026 exemption of residential pools from its general contractor license and Louisiana’s $500,000 insurance minimum from August 1, 2026. The 51-row matrix, scores and roster counts are downloadable under CC BY 4.0.

How we measured it
- Listed the 50 states and DC and defined one question per jurisdiction: what state license, registration or local rule applies to a contractor who builds a residential in-ground pool, and separately to pool service or repair.
- Opened each state’s contractor board pages, license classification lists, application checklists, statutes and administrative rules (legislature sites, official registers and board PDFs), saved the raw text in raw/states/, and recorded every cell with a verbatim quote (588 quotes from 231 URLs, checked automatically against the saved text).
- Used curl_cffi, a US proxy and Wayback Machine captures of official pages where a site blocked automated access (Arizona ROC, Florida DBPR, Connecticut and Illinois legislature pages, among others).
- Classified each jurisdiction into one of four regimes and recorded exam, experience, bond or financial test, insurance, service licensing, dollar threshold and fees, using Not verified where no opened text settled a cell.
- Downloaded licensee rosters or open data where a board publishes them (Florida, California, Arizona, Virginia, Connecticut, Louisiana, Arkansas, Hawaii, Washington) and counted pool classes with scripts kept in raw/counts/.
- Joined U.S. Census Bureau Vintage 2025 state population estimates (July 1, 2025) to compute population shares and per-100,000 rates.
- Built the Licensing Barrier Score, regime counts, regional summaries and threshold statistics with scripts/build_matrix.py and scripts/build_facts.py, and logged every number in facts.csv and derived.csv.
Included: Official state sources: legislature statute pages, administrative codes and registers, contractor board pages, applications and rosters, including Wayback captures of those official pages. Unofficial copies of official text (Cornell LII, public.law) were used only where the official site could not be opened and are tier 2.
Excluded: License-prep sites, bond and insurance sellers, directories and AI-written summaries were used only to locate primary sources, never for a cell. Public pool operator certification, electrical and plumbing trade licensing and city or county contractor licenses are outside the matrix, apart from examples cited in the text.
Conflicting numbers: Where a board page and the statute disagreed, the statute or the later enactment was used and the conflict was noted: Maryland’s insurance minimum ($500,000 under Chapter 530 of 2024 against an older $50,000 figure on an MHIC page), Utah’s insurance minimum (DOPL page against an older rule copy), Louisiana’s residential threshold in statute against rule text, and Pennsylvania’s fee ($100 per the Attorney General against $50 in the statute text). Some third-party state summaries report different experience or bond figures (for example for Arkansas); this report follows the opened state text.
Derived metrics: Regime counts and population shares use the 51-row matrix and Census Vintage 2025. The Licensing Barrier Score adds one point each for exam, a minimum number of years of experience, a bond or financial test, a liability insurance requirement and a dedicated pool class, with 0.5 for Partial. Per-100,000 rates divide each roster count by the July 1, 2025 population. All formulas and inputs are in derived.csv.
Caveats
- The matrix covers the state layer. Cities and counties in every state may require their own contractor licenses, and building permits are local everywhere.
- Alabama’s residential pool route after October 1, 2026 and Vermont’s coverage of detached pools under its residential contractor registration could not be confirmed from opened text.
- Licensee counts come from different dates (July 2025 to October 2026) and class definitions; Florida’s August 2026 file predates its August 31, 2026 renewal deadline and Arizona’s and Florida’s files are Wayback captures.
- Whether routine pool cleaning needs a license was confirmed from text only in Florida; for most states the opened sources are silent.
- Workers’ compensation, which most states require of employers under separate law, is not scored.
Method last reviewed October 5, 2026.
